A SOCIAL worker has been struck off after she lied about visiting a child while working for Southampton City Council.

Elizabeth Brenda Ati Davies has been struck off the HCPC Register, which regulates health and care professionals to protect the public, after she falsified service user records and breached confidentiality.

She has been caught trying to enter false records to make it look as though she had spent time with a child at their school and then discussed confidential information about a child being groomed in public while she was suspended.

It comes after the Daily Echo revealed that Hampshire’s child welfare boss Steve Crocker stood by three council workers that were criticised by a judge over the “cover up” of another doctored report.

Judge Mark Horton ruled Kim Goode “initiated” the changing of a parents’ assessment to remove their positive qualities and said she “attempted to keep the truth” from a custody case at Portsmouth Family Court and found that Sarah Walker-Smart lied on oath. He also said Lisa Humphreys, Ms Goode’s manager, gave a “hollow apology” to the parents during the hearing.

Mr Crocker said: “The social workers named by Judge Mark Horton have exemplary records and have our full support.”

One social worker has been sacked in connection with the case but the council refused to name them or confirm whether it was one of the three named by the judge.

Now, in a separate case, Ms Davies has been banned from returning to social work on the grounds of misconduct and dishonesty for a serious abuse of trust when she was employed as a locum social worker at Southampton City Council.

A panel of the HCPC Conduct and Competence Committee heard concerns were raised about an entry Ms Davies placed on the team’s electronic case record system about a visit to a child at the child’s school on April 29, 2013.

It was alleged that she never visited the child or even the school on that day and the entry was fake.

A check of the school’s CCTV system found she didn't appear and her signature was also not found in the book.

and signing in book were checked and it was discovered that Ms Davies’ signature was not in the book for April 29 and she also did not appear in CCTV footage.

During the investigation into this allegation, on May 7, 2013 Ms Davies was interviewed and then suspended from work.

But the panel heard that on May 8, the mum of the child in question reported that Ms Davies had gone to her house the night before – having been suspended just hours earlier

She said that while on her doorstep and in public, Ms Davies conducted a conversation, which she says was overheard by neighbours, about a person alleged to have groomed her child.

At this time the mother of the child was unaware that Ms Davies had been suspended earlier that day.

Panel chair Polly Clarke said: “The falsification of a service user’s social work record and discussing confidential matters about the service user in public carry a clear risk of harm.

“In this case Ms Davies’ misconduct is so serious that the panel find there is a public interest in permanently preventing her return to social work practice.”

A Southampton City Council spokesperson said: “We expect the highest standards from our staff and take it very seriously when these standards are not met.”

Ms Davies was not present or represented at the hearing that saw her removed from the HCPC Register.
