Southampton City Council planning to pipe heat from Marchwood Incinerator

Plan to pipe heating to city from incinerator

AN AMBITIOUS green scheme to pipe cheap heat under Southampton Water and the River Test to homes and businesses has been unveiled by the city council leader.

Councillor Richard Williams wants to turn the Marchwood incinerator into a 40-megawatt power station in a grand vision to boost the city’s green economy.

Waste heat from the dome-shaped waste burner on the Waterside could be captured and piped underwater to the docks or other parts of the city.

It would be sold on to help plug the council’s growing budget deficit.

Cllr Williams plans to raise the estimated £15m to pay for it by issuing a joint council bond with a club of other authorities with like-minded green schemes including Eastleigh , Portsmouth, Oxford, Reading and Isle of Wight. Talks have already taken place with those councils.

Cllr Williams hopes to raise more than £100m to be shared among the councils from city investors or pension funds. It could be further matched by unspent European Union regional development cash, he said.

The city’s general hospital, which Cllr Williams said had energy demands greater than Romsey , will be targeted as a possible major customer.

Cllr Williams said councils had to seek new financing to provide the “sustainable revenue” in the face of year on year cuts and wanted the council to become an “energy trader”.

He said: “There is significant energy generation potential from turning waste heat into district heat. It’s fairly common in other European countries.

“The Government want to see local authorities take responsibility for their own actions, and that’s exactly want I want to do.”

Cllr Williams said the vision had been shared with Southampton docks director Doug Morrison, who saw it as an “opportunity”.

The heat could be piped to Millbrook and Redbridge through the docks, to Weston or around Mayflower Park , he said. A full business case will be put together over the coming year.

Cllr Williams also plans to put solar panels on the roofs of nearly 1,000 council owned buildings and and team up with the big energy companies to “green wall” all council housing with better insulation.

It comes as Southampton’s council housing heating bill is set to rise from £4m this year to about £10m over the next ten years, leaving the council with a £4m plus deficit without action to cut costs. Tenants already face an 18 per cent hike in their heating bills this October.

The idea of siphoning heat from the incinerator, possibly to pipe it to homes in Woolston and Weston, was first floated by the previous Conservative administration three years ago.

A long established gas fired and geothermal district heating network in Southampton already supplies some homes and over 100 commercial buildings around the city centre such as Ikea and WestQuay shopping centre.

The district energy scheme uses about 10MW of heat - a quarter of that produced by the incinerator in the waste combustion process.

The Marchwood incinerator opened five years ago to burn Hampshire’s waste and generate electricity. It can burn up to 165,000 tonnes of household black bag waste each year.

It is managed by Veolia under a 28-year contract with Hampshire County Council, Southampton City Council and Portsmouth City Council.

Veolia said it chose to produce electricity production rather than generating combined heat and power because there are no residential developments close enough to Marchwood to use the heat. But the company said the technology was in place at the site to use the heat.

A Veolia Environmental Services spokeswoman said: “We are aware of Southampton City Council’s interest in expanding its district heating network and the Marchwood Energy Recovery Facility has been designed to provide both heat and power.

"We therefore broadly support the principle to continue to evaluate the potential for the ERF to supply heat to the Southampton network in the future.”

BUT some of us will need convincing that this is the actual brain child of Dear Leader...

How come he who has been busy slipping upon banana skins since May has managed to coordinate so much so fast?....

Or have the sales team of some firm worked hard to sell this scheme?

Or was this proposal doing its rounds before NuLabour got into power recently and now Dear Leader has decided to exploit it as 'pie in sky' for saving his own skin from political heat, which got created because NuLabourites misled people before election on many issues and now their hypocrisy of Blair proportions is getting exposed?

Personally I want to believe this scheme because of seductively Green argument, BUT can we trust administration that contains self confessed liars?

Have they not admitted in Council that complete 'LIE' was casually signed off over certain resignation?

Did their Councillor not tell Echo she was going to "Move heaven and earth" to save Oaklands pool but voted for cuts?

I fully support the incinerator, it's a fantastic facility but how about some of that cheap electricity for Marchwood residents or using the money generated to build local cycle paths?? Afterall, we are the ones who have to live with the lorries bringing the waste in, and risk our lives if we want to cycle on Jacobs Gutter Lane.

Oh well I can take comfort from what Tony Benn said on TV few years ago, when asked if he agreed with Ted Heath on some subject. His answer was "These days Ted is on the left of Mr. Blair".

Considering under Dear Leader cuts are even more brutal than under members of self confessed ‘Nasty Party” wonder if asked and provided with all the facts what Tony Benn will say about NuLabour in Southampton…

No mention of the Tory councils plans to do exactly this?
Theres a pipeline already under the water from near this plant & the tories were looking at pumping this into the east of the city.
I suggested a similar thing with waste hot water from the new(proposed) Bio Mass generator.
I'm happy Labour's going ahead with another Tory idea but surely they should give credit to the last Tory council for looking into it & doing the ground work for them?

The idea go's back even before the Torys was in power, Councillor Pat Bear was a Councilor when I first the posibilitys of it. It be a waste of time piping using warm water or warm air has would need more engery to pump it around, but to produce Electric would be a lot better and tap into the national grid.
It would not be green, but you would be using an engery source that would be wasted.

No disrespect to Dear Leader, he has only made a sound bite so far, so let us wait and see how many will trust their money in his hands by buying proposed bonds and when the project will actually be completed.

Sadly so far loosehead's post has answered one of the questions I raised i.e. Dear Leader appear to be doing his usual thingy, not telling the whole truth, that this scheme is not Dear Leader's brain child but was already there under dust. So I should be forgiven for thinking that 'Humphries' in Civic Centre may have taught him to play this pipe dream for securing favourable headlines.

Environment is most serious issue, all three main Parties are guilty of exploiting it for political opportunism. David Cameron by promising green actions to husky dogs and Prescott released lot of hot air on same subject but then driving petrol guzzling Jags.

Greens are the only party who are serious on this subject. Or we have some individuals like Alan Whitehead but will NuLabour let him become their spokesperson on environment? They have not done so far.

BUT why no progress was made on pipe dream when your Cllr. Smith led lot were in power?

Was it because they were too busy implementing savage cuts or were not all that serious about environment.

I suspect both.

After all what can we expect from Party of David Cameron who flew to frozen north in a jet plane for getting his picture taken with a dog.

Pity that husky has not got a vote, otherwise it would consider seriously and ask what happened to Cameron's promises on environment.

I wish someone could find that husky now and take it to Downing Street, so that it may express its disgust by pis5ing on promise breaker

Enough's enough I'm fed up trying to explain to you my circumstances 35years ago.
as for Wetherspoons don't go in their & the last time I went to a pub was at my younger brothers funeral which was over two years ago.
I've tried to tell you that that sc*m tenant wrecked my house & it cost me far more to fix than I made in rent & I lost at least 3 times the amount collected in rents when I had to sell at a loss.
You can't admit being wrong & as I actually paid taxes on said rent & was acting with in the law please tell me in you're words what I've done wrong besides not agreeing with your point of view?
I'm biting my tongue at this moment in time as I don't want to lower myself to your level.

it was Matt Dean who proposed it so as I think it's great & agree with it all I'm asking is for credit to be given to where it's due.
If labour goes ahead with it I will say well done but to make out it's a new idea I will refute that.

Sadly so far loosehead's post has answered one of the questions I raised i.e. Dear Leader appear to be doing his usual thingy, not telling the whole truth, that this scheme is not Dear Leader's brain child but was already there under dust. So I should be forgiven for thinking that 'Humphries' in Civic Centre may have taught him to play this pipe dream for securing favourable headlines.

Environment is most serious issue, all three main Parties are guilty of exploiting it for political opportunism. David Cameron by promising green actions to husky dogs and Prescott released lot of hot air on same subject but then driving petrol guzzling Jags.

Greens are the only party who are serious on this subject. Or we have some individuals like Alan Whitehead but will NuLabour let him become their spokesperson on environment? They have not done so far.
Paramjit sorry if I stole your thunder but it wouldn't bother me who finished this project(started it) but at least give praise for a vision & commend it as worthwhile to proceed to the person who first suggested it.
If Labour do this I will congratulate them & hope they can do the same thing with the waste hot water from the Bio Mass if it goes ahead.
What's getting me is the fact that 25 years ago I was grieving & trusted a letting agent which proved wrong thing to do but even on this article Labour supporters are saying i live off tax payers money & i'm down the pub I hardly ever drink yet I can't seem to get it through their thick bigoted heads.
we don't agree on politics but at least we can debate with out name calling

Loosehead, As a socialist I may not share your Tory views, but will always defend your right to hold those. Fairness and truth are important pillars of socialism. So if Mat Dean (I have always gone on well with him) got the ball rolling on this, Yes his share of credit must be given.

This issue has serious side implications, the credibility of Dear Leader. For the sake of our city, whichever political party person like him may belong to should be made to face the music.

He was party to lies on Keith Morrell’s resignation. Misled even Labour voters before election through cleverly worded literature. And now has created the impression that he has worked wonders within few days by inventing a grand idea to save environment, thus trying to portray himself better than Alan Whitehead and Caroline Lucas put together, both of whom are very much committed to environment.

Yes I have noticed some people latching on to your past as a landlord. I have never liked landlords since my student days, due to bad experiences. But yes I have sympathy with those landlords who come across some really bad tenants. So I can understand what you may have gone through. That type of person makes the life of most decent people looking for accommodation difficult.

While I may have cracked light hearted jokes about others social tastes, seriously I never blame anybody for their personal tastes. I'm no expert on cars, but would it not be better to take the car to a Mechanic and ask them?

They can tell you what's wrong for free and give you a quote to fix it perhaps?

When the wood burner comes online North Solent area will have three large chimney smells, hopefully none will come my way at the same time. I can smell Fawley in Southampton occsionally but will all the combined smoke stacks at roughly the same altitude be a possible cause for smog?

Sounds a positive move, and much better to use 'existing' resources to produce heat instead of chopping down yet more trees! instead of government money being chucked at schemes which aren't sustainable have dubious 'green' credentials. Glad to hear about the solar panels too, HCC at least are ahead on that. We should see more organisations like the hospital, university, etc investing in long-term energy saving as well as individual household responsibility.

A Question of you & other posters if you were offered Solar Panels for free by the Government would you have them?
I have al;ready accepted & I'm saving (hopefully) on my Electricity bills

you can only have them if one side of the roof is facing south, and there is no obstructions like Trees or buildings.
be careful lo if you do get them, high winds will damage the roof, where there is a air pressure difference on one side of the panel to the other side and starts to lift, A few around here have found that they now have leaks in there roofs.

Skin contact Southern Energy Solutions before the end of the month as the Tariff changes in Sept. & they're not doing it after that time.
You lease the roof space to them & if any damage happens through the panels they repair the damage.
they help protect the panels extending their lives you get free electric in day light hours or at least a reduced cost ( depends on strength of light) they make money from the electricity you don't use
